Toshiba NB-305 not discovering BT-20

The netbook is running Windows 7 Starter
The BT-20 is part of the 2010 Earthmate GPS Street Atlas USA Plus package

Bluetooth on the netbook works .... it discovers and connects to other devices
Bluetooth on the BT-20 works .... my MacBook discovers it
The BT-20 works properly .... when connected to the Netbook via USB

I can find all sorts of troubleshooting information from discovery on but nothing that might indicate why these 2 devices don't want to communicate.

Any insight out there?
