When creating a text draw file to import, is there a way to control the text color and font that is then displayed on the map?

Yes. Imported files assume the styles last used under the draw tab.

Using Topo9, I just imported some text files in 14 point red colored "Comic Sans MS" font.

I see no way to alter the "styles" under the draw tab.

Oops! Never mind. You were right...just had to figure out how to change the font attributes. Thanks for your help.
