How to change the default map action?

Okay I've been using Street Atlas 2004, for years, until i just recently bought street atlas 2009 because it was affordable now... but there's 1 simple issue i have a problem with: The default map action.

In 2004, when you would left-click and drag the map screen, it would MOVE the screeen around, WITHOUT zooming in, however in 2009 for some @!#@$#@%$#%#$ reason when i click and drag, it makes a box and zooms in.

How the heck do i make it default to the old-style click-and-move and NOT ZOOMING IN for the map screen?

Try right clicking on the top Toolbar, and then enable Map Panning and look for a white glove. (This works on Topo8).

Thanks! Sorry, i didn't have to do that in 2004, it was just on by default, so i was all confused and didn't know where to look >.<
